Cannot subscribe to NavJoin

When I try to subscribe to NavJoin here: https://dev.labs.cognitive.microsoft.com/products/59098fec4f545a02a02c68a2

I get this error (using IE): Sign in

AADSTS700016: Application with identifier 'f1576d1c-e69b-45d7-a160-8d56f45e5bc9' was not found in the directory 'b41ac89a-6984-4110-853b-f6f558dee7d4'. This can happen if the application has not been installed by the administrator of the tenant or consented to by any user in the tenant. You may have sent your authentication request to the wrong tenant

Using Chrome I get this: We're unable to complete your request. Microsoft account is experiencing technical problems. Please try again later.
