I am getting a message "You don't have any apps yet"
Is LUIS down???? I am not able to see my app after I select subscription and authoring source.

Not sure if this will help anybody else, but I started getting this error when I introduced IP Whitelisting under the "Network" settings in the Azure console. Once I removed the IP filtering, my app was available in the LUIS portal.
Most Azure services that offer IP Filtering have an additional checkbox to allow trusted Azure services. LUIS is missing this checkbox; therefore, unless you happen to know the IP address of LUIS itself, the IP Filtering will block the LUIS portal.

Same here. I have not been able to access the app for several days in a row now. It still works but I cannot work on it.

I figured out what my issue was... I added an IP restriction to the networking section of the authoring resource in the Azure portal (not the LUIS portal). Once I removed the restriction, LUIS showed me my application.

I had my app this morning, then it disappeared. Maybe I'll try waiting as well.

There was some issue at Microsoft end I believe that time so we just waited . logged off and closed all the browsers and logged back in.
