I posted the following question from the new Azure Cognitive Services portal yesterday:
Hi, I have a few questions regarding billing.
At Microsoft Azure > All resources > Bing-Speech > Choose your pricing tier the plan I chose (F0) is always greyed out, and always says
"SKU F0 is quota exceeded for the current subscription", even on the first day of the billing cycle.
On the activity log at All Resources > Bing-Speech - Activity Log, "Select Query" won't change, and it always says "No results to display"
But at Monitor - Metrics at https://portal.azure.com/?whr=live.com#blade/MicrosoftAzureMonitoring/AzureMonitoringBrowseBlade/metrics it shows calls as expected.
At "http://speech.platform.bing.com/" for days now it has been saying:

Our services aren't available right now

We're working to restore all services as soon as possible. Please check back soon.
Ref A: 5C7328A56F6B4F2790EE12D2B5A470DA Ref B: LON04EDGE0508 Ref C: Mon Apr 3 00:51:05 2017 PST
When I try and click on the link to MSDN Azure forums, it tries to take me to https://social.msdn.microsoft.com/forums/en-US/home?category=windowsazureplatform%2Cazuremarketplace%2Cwindowsazureplatformctp
However, this just says:
"502 - Web server received an invalid response while acting as a gateway or proxy server.
There is a problem with the page you are looking for, and it cannot be displayed. When the Web server (while acting as a gateway or proxy) contacted the upstream content server, it received an invalid response from the content server."
Today I received the following reply - clearly, the CSA hadn't even read the first line.
Could you please let me know from where was the Bing-Speech add-on purchased ? If it was purchased from the Azure Data Market website then it’s has already been retired since 31st March . You can login to the Azure data market website at https://datamarket.azure.com/account/datasets to verify that.
Also now Bing Speech and all Bing API’s are available as Cognitive service in https://portal.azure.com. Once you login to the Azure portal search for Cognitive service and here you will see all the Bing API’s
Please feel free to let me know if there are any concerns.
Uservoice now seems to be the only place to raise this kind of concern so... here I am!
I don’t imagine that you are still having this problem, but I thought I’d circle-back just to make sure.
